WDBC Announces 2018 Officers

Untitled design (6).jpgAt its annual meeting in Dallas, TX, on December 7, 2017, the WDBC Board of Directors elected its officers for 2018.

Elected as President is Stephen R. Gates, P.E., BCEE, Brown and Caldwell. As a Senior Vice President of Brown and Caldwell, Steve is the Regional Manager and Initiative Leader for the firm’s collaborative project delivery business, focusing on design-build, CMAR, and construction services related to the environmental, water, wastewater, and energy markets provided to municipal, federal, and private organizations throughout North America. Steve has a BS in civil engineering and is a Board Certified Environmental Engineer with the American Academy of Environmental Engineers. He is a Professional Engineer in Virginia, New York, New Jersey, Massachusetts, Vermont, and Maine, as well as a Licensed Construction Contractor in Massachusetts.

Elected as First Vice President/Treasurer is Bryan Bedell, Haskell’s Water Division Leader, based in Jacksonville, FL. Bryan’s experience includes integrated delivery projects ranging from $2-250 million. Over the course of his career, he has helped countless owners realize the benefits of integrated project delivery. As the leader of Haskell’s Water Division, Bryan is responsible for profit and loss, operations, development of opportunities, engineering partnerships, teaming, and project execution. He oversees projects from inception through completion while maintaining a high level of client interaction to ensure satisfaction with the project. Bryan is Chair of the Design-Build Institute of America’s (DBIA) Water Committee. He holds a Bachelor of Science degree from the University of Utah and is a DBIA designated design-build professional.

Lawrence Johnson, PE, DBIA, PMP, was elected as Second Vice President/Secretary. As a Vice President at HDR, Larry has more than 36 years of design, project management, program management, construction management and design-build experience in the field of water resources, water storage and conveyance, and water and wastewater treatment projects. For the past 16 years, he has been focused on collaborative delivery and has completed more than 15 design-build projects, including projects for 12 separate owners completing their first design-build project. Larry holds a BS in civil and environmental engineering from Clarkson University. He is a Professional Engineer in California and is a certified DBIA professional and a Project Management Professional with the Project Management Institute.

WDBC’s Past President is John Doller, P.E., Carollo Engineers. As President for 2017, John has been responsible for presiding at all Board of Directors and Executive Committee meetings and managing the overall operations of the Council. As a Senior Vice President at Carollo Engineers, John has 30 years of experience in the evaluation, design, construction, and operation of water and wastewater treatment facilities throughout the U.S. Located in Phoenix, AZ, John currently serves as the national director of design-build project delivery, overseeing all program management, construction management, and collaborative delivery projects for the company. John Doller has a BS in civil engineering and an MS in environmental engineering with registrations in Texas, Arizona, New Mexico, and Nevada. He is also a member of DBIA, AWWA, WEF, and the CMAA.

Elected as At-Large Directors are:

WDBC’s At-Large Directors are independent representatives of the water design-build and/or related service industry, who are not affiliated with any specific organization or member firm. The role of an At-Large Director is to serve on the Board of Directors providing an external industry perspective and technical expertise. An At-Large Director is accorded voting privileges, but may not hold any office on the Board of Directors.

Don Evans served as a founding member of the WDBC. As President of Evans Group International, LLC, a strategic advisory consulting firm, he advises firms and organizations on environmental and clean energy technologies, strategic decision making, and operational excellence. Prior to starting his own practice, Don served as Vice Chairman and Chief Marketing Officer of CH2M HILL Companies; Director, President, and Group Chief Executive of the Civil Infrastructure Group; President and Chief Executive Officer for the operations subsidiary, Operations Management International, Inc. (“OMI”); President of the Water Business Group; and as President of the Engineer Procure Construct (EPC) Group of this company.

Dr. Edward Wetzel, President of Wetzel Consulting (WetCon), provides management consulting services to the water utility and engineering consulting services marketplace. In this capacity, he has served in a variety of technical, project, marketing, and management roles for over 35 years in the water/wastewater sector. A significant portion of his career has also been assisting clients with their capital improvement programs, with services extending from the initial master planning through full project implementation, together with the validation of the utility’s CIP.

Michael Loulakis, P.E., is President of Capital Project Strategies, LLC, a specialized consulting firm that provides strategic procurement, contracting, and risk management advisory services to capital project owners. A nationally-recognized expert on project delivery systems and author of several books on the subject, Mike has worked on some of the country’s most complex public-sector design-build projects in the transportation and water/wastewater sectors. Some of his notable engagements include DC Water’s Clean River and Biosolids programs, the City of Houston’s Northeast Water Purification Plant Expansion Project, and Metropolitan Wastewater District’s Northeast Treatment Plant.
