Established in 1993, Crossland Heavy Contractors, Inc. pursues civil construction in Southeast Kansas, Northeast Oklahoma and Southwest Missouri. In this role, he will lead, help to identify and position Parsons for design-build, progressive design-build, design-build-operate (DBO), construction-management-at-risk opportunities. From Parson’s Boston, MA. Office, Brian will lend his technical knowledge to deliver successful outcomes on complex water programs.

In his previous capacity with another industry firm, he was the North American Business Development Manager for its water design-build practice and also developed successful teaming agreements for large DBO programs.
“Brian’s expertise with design-build and collaborative delivery methods, particularly progressive design-build options, will be a tremendous asset to Parsons as we continue to expand beyond traditional delivery methods,” said Virginia Grebbien, Parsons Group President.

Innovative Financing - Paving the Way for the Water Resources Utility of the Future
WDBC Vice President Leofwin Clark conveyed to NACWA attendees at the 45th annual conference the message as to the role that design-build delivery has for achieving their vision of the Utility of the Future. Design-Build is a foundational approach to this topic – collaborative delivery is fundamental to the goals of the Water Resources Utility of the Future vision and to Innovative Financing.
The Water Design-Build Council is a not-for-profit association established in 2006 to educate best practices in design-build and construction management-at-risk procurement delivery. Implementing this mission occurs through education and outreach, serving in a leadership role as an industry advocate for the value of collaborative delivery for water and wastewater infrastructure projects.
