Design-Build Delivery - Not Just For "Big" Water Projects

Quite often, many of the examples of publicized projects about design-build delivery are larger projects – which is not always an accurate representation of what is going on in the industry. For instance, a few months ago, I was partaking in my normal perusing of Google alerts for online items relating to projects in the water sector, when I spotted an intriguing newspaper headline from a small Ohio village.

The headline proclaimed that this village’s elected officials had canceled an ongoing project with a design-build contractor falsely representing their work in the water sector — which was really vertical construction.

Project Spotlight: Orlando Utilities Commission Infrastructure Project - Black & Veatch

WDBC_Project_Spotlight_HDR_CA.jpgThe Orlando Utilities Commission (OUC), which owns and operates seven groundwater-treatment facilities, uses ozone to treat the hydrogen sulfide in the water. The largest facility, the Southwest Water Treatment Plant (WTP), was the last to go through the conversion process from the oxygen-fed ozone.

The 14-month construction phase included:

  • Replacing three ozone-generator systems
  • Installing a new liquid oxygen system, new motor control centers, feed piping and retrofitting

Successfully completing this $9.1 million project resulted in both enhanced efficiency and performance for OUC and its Southwest WTP.

Mitigating Risks Through Collaborative Delivery

During the preliminary design or preconstruction phase of a project, developing a risk registry in parallel with the design, scope development and costing, gives the owner and the collaborative delivery firm a clear understanding of potential risks and their potential effects on delivering the final project.

If the owner and the firm practice true collaboration during this phase, they can discover risks early and have them addressed by whichever party is best suited to resolve the issue.

We know problems can be complex when working in these existing sites, but with collaboration these risks can be diminished.  Most often there will be a design resolution to each construction challenge and a construction resolution to each design challenge.

Seeking Presentations for 2017 Design-Build for Water/Wastewater Conference

The Design-Build Institute of America (DBIA), in collaboration with American Water Works Association (AWWA), Water Environment Federation (WEF) and the Water Design-Build Council (WDBC) is seeking presentations for the 2017 Design-Build for Water/Wastewater Conference, which will be held at the Minneapolis Convention Center from March 29-31, 2017. The Conference provides a platform for experienced, knowledgeable, and well-spoken industry experts to highlight best practices in design-build project delivery in the water and wastewater sector, and to discuss the merits of it as a means to achieve exceptional project outcomes.
