Introducing WDBC 3rd Vice President & Advisor Liaison, William O. Hixon, PE, BCEE
As the 3rd Vice President/Advisor Liaison on the WDBC Board of Directors, Bill Hixon interfaces with the advisor representative to the board and members to, among other things, guide the advisor members to effectively participate in the Council.
Mr. Hixon leads the collaborative-delivery community of practice for Arcadis Water Business Line and is the Arcadis Leader for Construction Services for the Southeast United States, with over 41 years of experience in the design and construction of water and wastewater treatment systems and improvements. Bill has been involved in design-build projects for over 25 years and also serves as a technical advisor for project teams involved in design-build project delivery. He is responsible for providing quality assurance and risk analysis for significant construction projects, including providing constructability reviews, cost estimating, and schedule planning. He has conducted numerous workshops for engineers, teaching the basic principles involved in preparing bidding and contract documents.

When Design-Build Goes Wrong: Designer Liability Risk Management – Wednesday, April 10, 12:15 p.m. - Mike Loulakis & Steve Gates join a panel examining the business and teaming aspects of design-build projects, including not just the good, but the “bad” and even the “ugly” that can occur when best practices fall by the wayside; and the win-win that occurs when good/fair contracting and procurement practices are coupled with good teaming.
Does Collaborative Delivery Cost More Than Competitive Low-Bid Projects?Thursday, April 11, 10:45 a.m. - Mark Alpert, Doug Herbst, and Daniel Ward focus on the conditions surrounding successful projects. The team also examines why owners choose to “off-ramp” a delivery team and discontinue its use of PDB or CMAR. Examples of both will be used as proof in support of lessons learned with best practices to support success and correct circumstances that could lead to the off-ramp.

They also discuss specifics on why each of the recognized delivery methods is preferred.
Price and Schedule Aren’t the Owner’s Top Drivers Anymore When Choosing Collaborative Delivery
The Water Design-Build Council is at it again…collecting data and doing research. The latest efforts are being finalized for public release shortly. In the meantime, I’d like to share some preliminary results that I find interesting. The Council interviewed dozens of owners across the country and asked a variety of questions. My favorite was, “What is driving or influencing project procurement decisions in the context of collaborative delivery?” It appears that price and schedule are not the owner’s most important concerns as they once were.
