September 8, 2019 - PNCWA 2019 Pre-Conference Workshop on Collaborative Delivery - Portland, OR
10:30 a.m. – 5:00 p.m. (lunch included)

This inclusive education and training session will help attendees make sense of the range of collaborative-delivery options in use in the water market. From CM/GC (GC/CM in Washington, also known as CMAR), to progressive design-build, lump-sum design-build, and design-build-operate, these models can offer improvements to traditional design-bid-build. But not every model is right for every project or every client. Project success is dependent on many factors, including procurement methodology, contract terms, and organizational culture and support.

This workshop will utilize Water Design-Build Council training materials designed to educate owners and practitioners about collaborative-delivery models. The training will provide essential knowledge needed to plan for, procure, and manage collaborative-delivery projects.

This one-day inclusive education and training session for city and county officials; managers and staff of municipal, private, and governmental organizations; and private industry will provide essential knowledge needed to plan for, procure and manage design-build for water and wastewater infrastructure projects.

Session topics include:

Legal and Other Topics in Deciding to Implement a Collaborative-Delivery Project presents key components of strategy, tactics, and implementation on what is required to build internal understanding and consensus about a project’s goals, priorities, and drivers, with special emphasis on the role and responsibilities of an owner advisor.

Principles and Best Practices of Collaborative Delivery describes the relationships of the core collaborative-delivery methods—construction management at-risk, progressive design-build, and fixed-price design-build—the differences as well as advantages and distinctions.

Risk Management and Contracts addresses the areas of risk that are typical for water and wastewater projects: common project risks and allocation principles, managing risks, addressing liability and risk in the collaborative-delivery contract, contract commercial concepts, industry-standard contract forms, and cautions for consideration.

Conducting the Procurement Process describes the major steps in the procurement process from preparing the request for qualifications and request for proposals to selecting the design-builder or CMAR firm.

Managing and Implementing Collaborative-Delivery Projects focuses on core activities for three distinct areas.

     1. Team Structure for Effective Collaborative Delivery
     2. Developing a Collaborative Working Environment
     3. Implementing a Project Management Plan

Getting to Project Completion and Transition provides a roadmap of activities essential to the success of the final project stages that allows all stakeholders to view the project with the most balanced risk profile and clear understanding of critical success factors.

Project Spotlight: Decatur Wastewater Treatment Plant MBR Expansion

Decatur is a small city in Northwest Arkansas whose wastewater treatment plant is responsible for treating wastewater from the neighboring city of Centerton, AR, and from the local Simmons Foods Processing Plant. In 2014 the city of Centerton began experiencing an unexpected growth spurt, almost doubling its size, forcing the City of Decatur to research wastewater treatment plant expansion options to accommodate the population growth.

Most of the research pointed to adding infrastructure to the existing SBR plant to increase capacity, which would be a large, expensive undertaking. However, there was one somewhat unconventional idea that would allow the plant to more than double their current capacity while adding very little infrastructure and for less cost overall. Together with the design-build team, the City of Decatur weighed their options and chose to rise to the challenge of becoming the first wastewater treatment facility in Arkansas to convert to a membrane bioreactor (MBR) plant.

He has proven experience in collaboratively leading design and construction operations, strategic planning, stakeholder management, program management, project management, contract negotiation and administration, recruitment, supervision and development of professional staff, management of multi-discipline design-build teams, project controls and cost estimating teams, union and non-union craft labor.

As collaborative-delivery methods continue to gain owners’ understanding and respect for the benefits they can provide to achieve best project value, CMAR truly stands out in the crowd. It provides the flexibility to select both your design and construction partners while allowing collaboration to begin early in design and continue through preconstruction and construction. This is extremely beneficial, especially for projects with tight schedules or complex scopes.

Notice: New RFQ for Owner Advisor for City of Alexandria

The City of Alexandria has issued this request for qualifications (RFQU845) to solicit qualifications from interested and qualified firms to provide owner advisor services to the City. The services will be in support of the City’s Waterfront Implementation project utilizing a design-build delivery method.
