WDBC MEMBERSHIP OPEN TO CONSTRUCTION FIRMS
At its December meeting, the WDBC Board of Directors unanimously approved a special bylaw amendment which opened regular membership to include construction firms with performance capabilities. WDBC membership is tied to a firm and not one individual.
Specifically, a regular WDBC member is a company or firm that is a private sector legal entity of whatever form (including affiliates and subsidiaries) that: (1) frequently and regularly engages in providing design-build and other forms of collaborative project delivery services in the water industry as a prime contractor (including joint venture partner or member of a special purpose corporation) accepting performance guarantee risks; and (2) has in-depth, in-house comprehensive professional engineering capabilities or self-perform construction capabilities.
Member criteria also requires that the firm have appropriate licenses or authority to perform its work as recognized by the appropriate governmental body in which the organization conducts its business to design and build public or private (including investor-owned, rate-regulated utilities) water or wastewater systems or facilities in North America. The firm must directly engage in contracting for design-build and other forms of collaborative project delivery, as opposed to providing ancillary activities, such as serving as a consultant to owners on technical, institutional, legal, procurement, commercial, or other collaborative delivery project related issues.
Firms applying for membership are asked to designate an individual and an alternate to serve on the WDBC Board of Directors to represent industry interests. Regular members have full voting rights and all other rights and privileges of Council membership.
Introducing WDBC 1st Vice President & Treasurer, Lawrence P. Johnson, PE, DBIA, PMP
Larry Johnson, Vice President at HDR, has served on the WDBC Board of Directors for the past six years. Larry has 39 years of design, project management, program management, construction management, and design-build experience in the water and wastewater industry. He has worked for both engineering and at-risk construction companies on some of the world’s largest and most complex water and wastewater programs in the United States, Australia, and Europe. For the past 24 years he has been focused exclusively on collaborative delivery and has completed more than 18 design-build and construction management at-risk projects. Larry leads HDR’s water business group’s collaborative delivery program for the west and north central regions of the United States and teaches HDR’s collaborative delivery training classes.
Larry served as WDBC’s 2018 2nd Vice President/Secretary, during which time he chaired the Governance Committee, leading the board in developing the most recent extensive membership changes to its bylaws. Larry previously chaired the WDBC Communications Committee, and was an active participant on the Education and Technical Practices Committees.
P3 & Design-Build-Operate by ACCIONA Agua Provides City of Saint John with Safe, Clean Drinking Water
Prior to the Safe Clean Drinking Water Project, water delivered to Saint John residents was coarse screened and chlorinated. This unfiltered surface water contained significant amounts of disinfection byproducts, at levels that often exceeded those prescribed by current standards. These byproducts, together with the inability of the system to adequately treat potentially harmful protozoa such as giardia and cryptosporidium, created a risk to public health. This unfiltered water, with a low pH, is highly corrosive which results in damage to the water system.The Safe Clean Drinking Water Project was undertaken to address these issues and provide city residents with safe, clean drinking water which meets Canadian and New Brunswick standards.
Progressive Design-Build Delivery Provides Design and Construction Flexibility for the Clifton Water District
The Clifton Water District (District) was formed as a Special District within the state of Colorado in 1951, and provides water service to more than 13,700 residential and commercial users. When the District’s conventional water treatment system was no longer able to cost effectively treat their source water, it became necessary to purchase more expensive potable water from an outside supplier. To minimize the impact of the higher water cost to their ratepayers, the District determined an upgrade of their existing treatment system was necessary. When it was time to implement this upgrade, the District knew they needed to balance a number of key objectives, primary among these was to continue to supply their customers with a reliable source of potable water during construction of the project.
