WDBC’s Fixed-Price Design-Build Procurement Guide Now Available

The WDBC is pleased to announce the official release of the Fixed-Price Design-Build (FPDB) Procurement Guide. It includes three documents: Introduction, Request for Qualifications (RFQ), and Request for Proposals (RFP), with sample templates for use in conducting an effective FPDB procurement process. Like the PDB and CMAR Procurement Guides, this user-friendly guide was produced in response to the industry’s need for directions on how to address the procurement steps involved in collaborative delivery methods. The FPDB delivery method for water and wastewater projects combines the owner’s direct control over the concept of the project with the design-builder’s innovative and unique solution to meet specific goals and drivers and establish performance and technical requirements.

WDBC 2018 OFFICERS

Stephen R. Gates, PE, BCEE, Elected as 2018 President of Water Design-Build Council Board of Directors

Receiving the gavel from 2017 President John Doller at WDBC officer elections in December in Dallas, TX, new President Steve Gates officially took office January 1, 2018. As the former First Vice President/Treasurer, Gates is well positioned for this role after chairing the Budget/Finance and Research Committees and serving in a leadership role on the Technical Practices Committee. As a Senior Vice President at Brown and Caldwell, Gates is responsible for development of their collaborative project delivery business, focusing on design-build, CMAR, and remediation services related to the environmental, water, wastewater, and energy markets provided to municipal, federal, and private organizations throughout North America.

Elected as WDBC’s First Vice President/Treasurer is Bryan Bedell, DBIA, Haskell’s Water Division leader. Over the course of his career, Bedell has helped countless owners realize the benefits of integrated project delivery. He is responsible for project oversight, profit and loss, development of opportunities, strategic partnerships, and teaming; overseeing projects from inception through to completion.

HDR Vice President Lawrence Johnson, PE, PMP, DBIA, was elected to the position of Second Vice President/Secretary. He has more than 36 years of design, project management, program management, construction management, and design-build experience in the field of water resources, water storage and conveyance, and water and wastewater treatment projects. He has worked for both engineering and at-risk construction companies on some of the world’s largest and most complex water and wastewater programs.

The position of WDBC Past President is now filled by John D. Doller, PE, Senior Vice President at Carollo Engineers. He has 30 years of experience in the evaluation, design, construction, and operation of water and wastewater treatment facilities throughout the U.S. Doller currently serves as the national director of design-build project delivery, overseeing all program management, construction management, and collaborative delivery projects for the company.

Don S. Evans, PE (President, Evans Group International, LLC) 

Don S. Evans served as a founding member of the WDBC. As President of Evans Group International, LLC, a strategic advisory consulting firm, he advises firms and organizations on environmental and clean energy technologies, strategic decision making, and operational excellence. 

Edward D. Wetzel, PE, Ph.D (President, Wetzel Consulting, Inc.)

Dr. Edward D. Wetzel, elected to a third term, provides management consulting services to the water utility and engineering consulting services marketplace. In this capacity, he has served in a variety of technical, project, marketing, and management roles for over 35 years in the water/wastewater sector. 

Michael C. Loulakis, PE (President, Capital Project Strategies, LLC)

Michael C. Loulakis, elected to a second term, is a specialized consultant providing strategic procurement, contracting, and risk management advisory services to capital project owners. A nationally recognized expert on project delivery systems and author of several books on the subject, Loulakis has worked on some of the country’s most complex public-sector design-build projects in the transportation and water/wastewater sectors.
