Demand for Water Design-Build Education Increases with Rising Use of DB Delivery Methods in the Water Industry

As evidenced in our recent research report, the demand for education on collaborative delivery methods continues to be on the rise as they are no longer considered “alternative” delivery methods. To respond to the industry’s education needs, the WDBC released its newest procurement guide that answers the many questions involved with fixed-price procurement, specifically the differences between prescriptive- and performance-based projects. In addition, a series of regional education sessions are forming to address your questions.

WDBC’s instructors are conducting one-day education sessions on collaborative delivery methods and the preparations required for a successful design-build delivery project from planning through implementation. Because of the demand, two days are on hold for each session. Registrants should choose one of the two dates.

WDBC’s Education Approach

  • Brings the session to owners in order to allow maximum participation without traveling to an off-site location and incurring additional expenses.
  • Integrates input of session participants from a pre-session questionnaire which guides the session to achieve learning objectives from baseline resources.
  • Experienced industry practitioners employ an experiential learning process that engages attendees in an interactive format using actual projects.
  • Provides all participants with the 4th Edition Water and Wastewater Design-Build Handbook, together with a workbook and additional handout materials.
  • Issues a CEU certificate to attendees following completion of a 10-question multiple-choice test.

WDBC’s Fixed-Price Design-Build Procurement Guide

Specifically developed for owners and industry members in the water sector, this guide comprises three documents: Introduction, Request for Qualifications (RFQ), and Request for Proposals (RFP), with sample templates for use in conducting an effective FPDB procurement process. Like the PDB and CMAR Procurement Guides, this user-friendly guide was produced in response to the industry’s need for directions on how to address the procurement steps involved in collaborative delivery methods. The FPDB delivery method for water and wastewater projects combines the owner’s direct control over the concept of the project with the design-builder’s innovative and unique solution to meet specific goals and drivers and establish performance and technical requirements.

WDBC Welcomes Two New Advisor Members – Ferguson Waterworks and Rice Lake Construction

Representing Ferguson on the WDBC Advisor Board is Gordon Cable, Assoc. DBIA, National Design-Build Manager. With over 37 years of experience in the construction industry, Gordon brings a wealth of first-hand knowledge to the collaborative design-build industry. With his experience working in water and wastewater plants at all levels, he is able to offer insight and value engineering that helps owners and engineers to achieve their goals. Gordon was one of the many pioneers of the collaborative design-build mindset even before the term was part of the industry’s lexicon.

Rice Lake Construction Group’s representative to the WDBC Advisor Board is Luke T. Spalj, PE, Chairman. Luke was born and raised in the construction business, working for the family owned and operated Spalj Construction Company until its sale to Quanta Services in 1997. He worked for Quanta Services, eventually becoming the president of its telecommunication and specialty services division, until his departure in 2004. Working with Wade Leonard, Rice Lake Construction Group’s president, Luke and Wade have driven the growth of the company from approximately $20 million in sales in 2004 to over $130 million in current sales.
