A Guide for the Owner’s Advisor
With the increasing use of an advisor for owners in the collaborative project delivery process also come questions. To answer these questions and provide guidance, the WDBC is developing a workbook for use in the water and wastewater section. WDBC defines an owner advisor (OA) as an entity providing supportive expertise in planning, procuring, and managing collaborative delivery projects. While this support includes guidance and advice for the owner’s organization to supplement the owner’s resources, it does not assume the owner’s management role in decision-making.
The contents of the workbook include defining roles and responsibilities, guidelines for selection and procurement, contracts, best practices, and more. Please send questions or issues you would like to see addressed to lhanifin@waterdesignbuild.org. This work is only successful if we are addressing your needs.
Research Underway on the Use of Design-Build Delivery Methods - We Need Your Input!
Your information is vitally important to understanding the use of collaborative design-build procurement. What are the trends, and why are they being used? WDBC’s 2018 research will examine the specific trends being used in the industry of fixed-price design-build, progressive design-build, and CMAR. As with the results from last year’s endeavors, the data collected from the 2018 survey will further broaden the industry’s knowledge about the use of collaborative delivery methods. Understanding this use requires responses from:
Owners
Design engineers/solution providers
Technology and related suppliers
Contractors
Others, including academics
The benefit to everyone is a better understanding of the advantages derived from each of the three major collaborative procurement approaches for water and wastewater projects. Please know that your participation in this survey is of vital importance! Just click on the link and do it!

Allowances Versus Contingencies: What’s the Difference?
Allowances and contingencies are often confused with one another, but understanding their differences is crucial to successfully executing project contracts. One simple yet effective way to remember these differences is that allowances are the “known” unknowns, such as underground utility conflicts, while contingencies are for the “unknown” unknowns, such as changes in a project’s scope. Allowances are typically used to cover the scope of items where the extent of the work is not known at the time the guaranteed maximum price (GMP) is submitted.
