Joining the WDBC Board of Directors as Kiewit’s representative is Terry Carlsgaard. Terry is president and district manager of Kiewit Water Facilities South Co., based in Dallas, Texas. He is responsible for the overall operations and performance of this new district with a stringent focus on water/wastewater treatment facility work in open shop states. Prior to his current role, Terry was president of TIC – The Industrial Company, a subsidiary of Kiewit Corporation. He has 30 years of municipal and industrial related construction experience.

Kiewit’s alternate representative to the board is Carey Allen. Carey is executive vice president and business line manager of Kiewit Water Facilities South Co., based in Dallas, Texas. Carey is responsible for directing strategic business alliances and opportunities for this new district with a stringent focus on water/wastewater treatment facility work in open shop states. Prior to her current role, Carey was director of proposal services for Kiewit where she had executive oversight of this marketing and business development shared service. Carey has 25 years of municipal and industrial related construction and business development experience.

The future for the use of design-build delivery methods for the water and wastewater infrastructure is a positive one – and one that will continue to grow through the years – likely at a minimum of 10%. The core factors driving the increased use of design-build are cost, risk, and schedule, resulting in increasing numbers and volume of design-build water and wastewater projects in utilities’ capital programs.

WDBC Participating in P3 Federal Conference – Washington, D.C. – November 29-30, 2017

In a panel discussion moderated by WDBC, industry representatives will focus on the topic How Do You Pursue Collaborative Relationships Under a P3 Model?? Panel expertise includes an owner, Rahul Subramanian, Sr. Project Engineer at Colorado Springs Utilities Wastewater Planning and Engineering, defining his organization’s expectations and decisions in the pursuit of a P3 project; Fengate Capital representative defining a financial developer’s approach to collaborative DB for a P3 project; a WDBC member firm representative, Leofwin Clark, VP at Brown and Caldwell, defining critical aspects of the collaboration required of a DB team for a P3 project -- specifically addressing how a DB firm, working in a traditional role, makes the shift to collaboration; and Joseph Wingerter, Kiewit Vice President, discussing the critical aspects of the collaboration required of the team for a P3 project – how construction firms working in a traditional role make the shift to collaboration.
