New Project Spotlight: Riverbend Water Reclamation Plant Expansion (TX)
Upper Trinity Regional Water District’s (UTRWD) Riverbend Water Reclamation Plant (WRP) needed to increase its capacity from 2 mgd annual average daily flow to 4 mgd with a peak flow rate of 16 mgd. Carollo evaluated the existing capacity of the plant and planned the facility expansions through 2040. With project drivers determining that construction management at-risk would be the best delivery method, UTRWD chose Archer Western as their CMAR.

As well as we have all adapted to COVID adjustments in our approach to doing business in the water industry, there is nothing better than meeting face to face, at least once in a while. That is one thing I really miss about our quarterly committee and board meetings at the WDBC, and something I will value dearly when we can resume them in the future.
Reflecting back to our 2019 quarterly meetings in Denver, Kansas City, Chicago, and Atlanta, I remember each one distinctly…our gracious 2019 hosts including Burns & McDonnell, Black & Veatch, Stantec, and Haskell, the great networking opportunities, lively conversations, our guest speakers, and our spirited debates over a variety of topics. Traveling home from those meetings I felt honored be a part of such a great organization and the work products we developed – the fifth edition of the Water and Wastewater Design-Build Handbook, for example. I’m very proud to talk to an owner about the useful information included in that document, hand them a copy, and open up the front cover and show them the logos and names of over three dozen regular and advisor members who helped develop and produce it.
We all look forward to our future in-person meetings, but in the meantime, know that we continue to collaborate remotely, producing great work products that help advance collaborative delivery in the water industry.
Is Your Water Project Shovel Ready for Government Stimulus Packages?
Collaborative Project Delivery (CPD) methods, such as design-build, progressive design-build, and construction management at-risk, can offer a means to deliver a project faster than traditional design-bid-build. CPD methods can offer significant overall schedule reduction since the contractor and engineer collaborate early in the project, instead of the contractor taking over the design to implement once completed. The type of delivery model selected has different contracting methods, risks, and potential control for the owner. CPD is not right for every project, but there are many projects where it can offer significant advantages.
