The Water Design-Build Council's membership continues to grow! We are very pleased to announce the return of PC Construction to our advisor membership. We welcome their valuable contributions to our mission.
PC Construction is a 100% employee-owned company providing client-focused construction solutions in a diverse range of markets. They deliver projects utilizing all collaborative-delivery methods as well as general contracting with self-perform services for projects of all sizes – from a small odor control upgrade to progressive design-build treatment plants valued at over $300 million. Founded in 1958, PC manages projects from its headquarters in Vermont and seven supporting offices regionally located throughout the East Coast.
Their design-build expertise dates back over four decades and includes projects totaling over $2 billion. Their teams bring extensive experience to clients’ collaborative-delivery projects with detailed estimating, value engineering, and constructability services, while building projects with the highest safety and quality to add significant operational value.
Ian MacDougall
Director of Preconstruction
PC Construction is represented on the Council by Ian MacDougall. Ian is a 26-year construction industry veteran supporting the preconstruction phases of water and wastewater treatment projects across the country. His expertise in
budgeting, constructability, scheduling, costing, procurement strategies, and contract negotiations successfully sets a project on the right path to construction. He has been involved with more than $1 billion of water infrastructure projects, working with both public and private clients to deliver projects utilizing all forms of collaborative delivery.
Alan Parent
Director of Business Development
Joining as an alternate representative is Alan Parent. Alan has nearly three decades of project management, estimating, and business development experience in the construction industry.
His extensive expertise is primarily focused on the construction, expansion, and upgrades of water and wastewater treatment facilities. Alan oversees the negotiation of partnering agreements for collaborative-delivery projects, client relations, and future work development, while managing the execution of collaborative-delivery pursuit submissions and interviews.
Robert Wierzbicki, PE
Project Director Another alternate joining the team is Robert Wierzbicki, PE. Over the past 45 years, Robert has specialized in the delivery of complex water and wastewater treatment projects specifically in the Southeast and Mid-
Atlantic regions, with a focus on CMAR, design-build, and P3. In the past decade, Robert has successfully delivered more than $1.7 billion in treatment plant projects. He brings an extensive background in the cost-effective planning and buy-out of facilities and has solid relationships with local and regional subcontractors and vendors.

As water utilities continue to harness the benefits of collaborative-delivery methods to implement their capital projects, new variants are emerging that provide owners with a broader scope of services. Collaborative-delivery methods have evolved significantly in recent years as municipalities struggle to meet the challenges of providing reliable, cost-effective water and wastewater service to their customers despite aging infrastructure, increasing regulations, and limited staffing and expertise.
The Senate passed their $550 billion bipartisan infrastructure bill 69-30 last week. The bill's expansions of roads, broadband, and other projects would be paid for in part by delaying a controversial Medicare drug rebate rule and resuming cuts to Medicare provider payments, which were paused at the beginning of the COVID-19 pandemic and would also require the federal government to buy personal protective equipment from domestic manufacturers. Speaker Nancy Pelosi (D-CA), under pressure from progressives who want their priorities addressed, has said she will not permit a vote on the bipartisan package to occur until the Senate has passed a broader economic plan. Moderates, meanwhile, are clamoring for the House to take up the bill sooner than that. Senate Democrats followed up on the bipartisan bill by taking up a $3.5 trillion budget reconciliation plan that would include some of the Biden administration's partisan health care priorities.
