In his message to board members following the election, WDBC President Larry Johnson stated, "The work of the Council is moving in an important direction in 2020 with a majority of water industry firms now as members. I’m excited about the work to be accomplished this year, and believe our first primary goal is to produce a water industry CMAR agreement – because this accomplishment will complete the Council’s library of collaborative-delivery procurement documents. Second is to implement the new research initiative unique to the water industry. The new research data will provide pivotal indicators reflecting the growth of the use of collaborative-delivery methods. Our third primary goal is the pursuit and growth of education and advocacy. With the Council's growth over the past two years, we are positioned to accomplish new initiatives in the approved 2020 strategic plan. Looking back over my past four decades in the industry, serving as president of the Council will be an honor and I look forward to the experience.”
Throughout his tenure in previous board positions, Larry Johnson has been actively engaged in the Council's work, chairing the Communications Committee, Governance Committee, and working on the Education and Technical Practices Committees. Larry has 40 years of design, project management, program management, construction management, and collaborative-delivery experience in the water and wastewater industry. He has worked for both engineering and at-risk construction companies on some of the world’s largest and most complex water and wastewater programs in the United States, Australia, and Europe. For the past 25 years he has been focused exclusively on collaborative delivery and has completed more than 18 design-build and construction management at-risk projects.

Representing MWH on the WDBC Board of Directors is Michael Haarmann. Michael is a seasoned water and wastewater professional with over 26 years of experience in collaborative-delivery methods including hard-bid, at-risk, progressive design-build, and CMAR. As MWH’s Senior Vice President and Director of Western Operations, Michael provides executive support and management for their projects across the Western U.S. and is ultimately responsible for project success. Michael has been at MWH for 11 years and has worked his way up from project manager on more than $2B of water/wastewater projects. His project-specific experience includes design reviews, working with design teams on constructability, packaging bid documents, estimating project costs, evaluating bids, and selecting subcontractors and engineers. Michael has also generated and maintained project schedules and budgets, as well as safety and quality programs.
Quentin Williams will serve as alternate on the WDBC Board of Directors. Quentin has over 30 years of water and wastewater industry experience. Throughout his career, his roles have included project management, engineering, project procurement, client services, preconstruction, construction, commissioning, and finance. As MWH’s Business Development Director, Quentin oversees all large project business development efforts across the U.S., including building strategic partnerships. He has experience with all phases of water and wastewater projects from procurement and estimating through design, construction, and closeout.
New Advisor Member Victaulic Joins WDBC

Ernie Maschner, DBIA, Vice President, Global Infrastructure, is representing Victaulic Company on the WDBC Advisor Board. Ernie is an award-winning global construction professional with over 30 years of experience in collaborative delivery and program management for water/wastewater. He has held roles in estimating, project controls, project management, and operations management.
Victaulic's alternate representative is Steven Gabriel. Steven is a global construction professional with over 15 years of experience in project execution and collaborative delivery in water/wastewater. He has held roles in supply, estimating, and project management. He is currently Divisional USA & Mexico Infrastructure Manager for Victaulic.
WDBC Member Roy Epps Promoted to President of The Walsh Group's Water Division
The Walsh Group, one of the largest construction companies in the United States, is pleased to announce the promotion of Roy Epps to President of its Water Division effective January 1, 2020. Epps will oversee the company’s entire water program, totaling over $3.5 billion in current contracts, and provide executive direction on new business initiatives, customer outreach, project start-up and staffing, project management systems and field operations. A respected leader with over 20 years at the company, Roy previously served as Senior Vice President, a position he held since 2017.

For the past 10 years, Linda has done an excellent job supporting the WDBC's mission and facilitating the organization and programming for the Council. Throughout Linda’s tenure, she was the primary liaison with member companies and the board of directors. As the Council has grown through this period, Linda’s efforts increased to address the growth of membership, governance issues, and overall organization management.
Linda’s efforts in the area of owner education have been critical to the Council’s mission of education and training based on research. Moreover, Linda served as the technical editor of the last four editions of the WDBC handbook. Finally, Linda led a team to produce a variety of collateral materials, research documents, and annual reports.
From the entire organization – the WDBC Board of Directors, Executive Committee, regular members, advisor members, and staff – we wish her well in new endeavors and enjoyment of life.

WDBC Welcomes New Business Operations Manager
In December of 2019, Bob Golden was appointed the Business Operations Manager for the Water Design-Build Council, an organization dedicated to fulfilling its mission through research and education initiatives and by fostering collaborative relationships with all stakeholders to achieve successful projects.
Bob most recently served as the President/CEO of the South Metro Denver Chamber of Commerce and was the CEO of the Colorado Association of REALTORS®. Prior to that, Bob served as the Chairman of the National Association of REALTORS® Association Executives Committee in 2005 and was the President of the Florida Society of Association Executives. In addition, Bob serves on the American Cancer Society – Denver Chapter – Board of Directors and the Littleton Public Schools Foundation Board.
