Tanner Pacific Joins WDBC
as an Advisor Member
The Water Design-Build Council is pleased to announce the addition of another new advisor member to our team of advocates who are working to transform the water industry. Tanner Pacific is a certified Small Business Enterprise (SBE) and independent construction management firm specializing in public works projects with a focus on water resources. They recognize the expertise that each team member brings to a project and create an inclusive environment to fuel creative project solutions. Challenges are addressed through open dialogue with professionals that look beyond the typical to seek results that drive project success.
William W. Tanner
President Tanner Pacific is represented on the Council by their president, William W. Tanner. Bill has worked in the engineering profession with an emphasis
in construction since 1993. He has extensive experience leading construction and rehabilitation projects for water and wastewater treatment facilities, recycled water treatment systems, pump stations, and pipeline construction. Mr. Tanner is an experienced construction manager with expertise in project scheduling, claims analysis, contract administration, constructability reviews, order-of-magnitude estimates, front-end specification development, and dispute resolution services.
For the past 10 years, he has led multiple projects at the Silicon Valley Clean Water wastewater facility and is currently serving as the owner advisor and providing quality assurance services for the $300M Regional Environmental Sewer Conveyance Upgrade program.
John Mahoney, PE, DBIA, PMP, QSD
Director of Alternative Delivery Service
Joining us as an alternate representative is John Mahoney, the director of alternative delivery service at
Tanner Pacific. John spent his first 15 years in public works working in construction, design, and planning units for EBMUD and Alameda County Flood Control & Water Conservation District in California, becoming a successful public agency executive by the age of 35. John turned his focus to the private sector, building a commercial development company with a portfolio value of near $50 million. In 2011, John was offered to be the managing director of the San Francisco office for an international project management consultancy. Since then, he has been the managing director and PE in charge of other private consultancies and construction companies for offices in California, Washington, Colorado, and Arizona.
Presently, John provides program management and strategic advice to public agencies regarding performance optimization, change management, and capital planning and implementation, including the use of collaborative-delivery methods throughout the western United States.
Six-Session Package of Online Education Begins Again in July - Registration Open Now!
Due to the popularity of this course, the WDBC is repeating this package of sessions beginning in July 2021.
Join the WDBC for a six-session package of online education sessions designed for owners and practitioners in the water industry. Officials, managers, and engineering and O&M staff of public water/wastewater facilities who are looking to gain essential knowledge needed to procure and deliver design-build and CMAR projects should attend these
classes.
Each session will include a review of the principles and best practices of collaborative delivery as well as the topic of the day:
July 22: Deciding to Implement a Collaborative-Delivery Project
August 26: Risk Management
September 23: Contracts
October 28: Conducting the Procurement Process
November 18: Managing and Implementing Collaborative-Delivery Projects
December 16: Getting to Project Completion & Transition

How many times have you read about construction projects that are delayed, over budget, have quality issues, or involve complicated claims? Historically, these are common occurrences in the construction industry that primarily derive from a misalignment of incentives between project owners, engineers, and contractors. Traditional contract models, which often position owners and contractors on different sides, are typically the root of the problem, yet they are still in widespread use, creating the risk of continued project overruns and performance shortcomings.
Recently, WDBC submitted a statement for the record for a hearing held by the House Energy and Commerce Subcommittee on Environment and Climate Change. The hearing, entitled "The CLEAN Future Act and Drinking Water: Legislation to Ensure Drinking Water is Safe and Clean,” examined legislative proposals to improve our nation's drinking water systems. WDBC's statement for the record serves as an important marker on collaborative delivery in this ongoing policy debate and is an important step in the continued education of members of Congress on the benefits of collaborative delivery.
In addition to the statement for the record, Venn Strategies staff completed 16 Hill meetings in recent weeks. These meetings were focused on member offices who serve on the House Energy and Commerce Committee as that committee has jurisdiction over aspects of clean water and drinking water legislation.
