WDBC Welcomes New Advisor Member: Technical Systems Inc.
The Water Design-Build Council is pleased to welcome our newest advisor member of 2021. Founded in 1970, Technical Systems Inc. is a leader in integrated water/wastewater solutions specializing in the design-build delivery method, primarily focused in municipal Infrastructure. Headquartered in Lynnwood, Washington, TSI operates out of their full-service, 25,000-square-foot facility housing its engineering offices, training base, field service hub, and control panel fabrication and testing center. In addition, TSI maintains a Southern California office in Irvine and a Northern California office in Dixon with complete engineering, programming, and field service capabilities.
Engineering services provided by TSI include the design and programming of remote telemetry, SCADA, power monitoring, programmable logic controllers, pc-based control, human machine interface (HMI), distributed control systems (DCS), instrumentation, variable speed drives, motion control, motor control, and process information management.
Scott Ashton, Vice President of California Operations, is representing TSI on the WDBC advisor group. Scott has over 25 years of experience in municipal and industrial water and wastewater projects. Scott’s career has focused on the coordination and implementation of the complex instrumentation and control installations that are typical in water and wastewater facilities. His project history includes both new construction and the rehabilitation and expansion of existing facilities.
Six-Session Package of Online Education Continues - It's Not Too Late to Join!
Join the WDBC for a six-session package of online education sessions designed for owners and practitioners in the water industry. Officials, managers, and engineering and O&M staff of public water/wastewater facilities who are looking to gain essential knowledge needed to procure and deliver design-build and CMAR projects should attend these classes.
If you missed the first two, you can still sign up for the package deal and join us starting in March. Or pick and choose which of the remaining sessions you'd like to attend and purchase individual tickets. We will be repeating the sessions starting in July.
Each session will include a review of the principles and best practices of collaborative delivery as well as the topic of the day:
March 25: Contracts April 22: Conducting the Procurement Process May 27: Managing & Implementing Collaborative-Delivery Projects June 24: Getting to Project Completion & Transition
All sessions will be conducted on Microsoft Teams from 10:00 - 1:30 p.m. MST (break 11:30 - 12:00 MST)
The ongoing COVID-19 pandemic has had a significant impact on the continued development of critical infrastructure, creating growing uncertainty concerning financing opportunities and project delivery. The water industry has not escaped this reality, and for municipalities that already struggle to find financing opportunities the situation is more dire. Due to a reduction in commercial water use throughout 2020, the water industry faces more than $13 billion in annualized revenue losses across the U.S. This is forcing municipalities that would normally finance critical infrastructure projects through more traditional bond measures to look for new avenues to deliver necessary infrastructure upgrades.

Senate Committees to Hold Water Infrastructure Hearing On Wednesday, March 17, 2021, the Senate Committee on Environment and Public Works will hold a joint hearing of the full Committee and the Subcommittee on Fisheries, Water, and Wildlife entitled, “Examining the Challenges Facing Drinking Water and Wastewater Infrastructure Projects.” Witnesses will include Shellie Chard of the Oklahoma Department of Environmental Quality, Michael McNulty of the Morgantown Utility Board, Nathan Ohle of the Rural Community Assistance Program, and Kishia Powell of DC Water.
