WDBC Welcomes New Advisor Member: CAP Logistics

The Water Design-Build Council welcomed another new advisor member who we are proud to have join our team. Headquartered in Denver, Colorado, CAP Logistics operates one of the most extensive and comprehensive domestic and international heavyweight and emergency transportation and distribution networks. Gayle Dendinger is the founder and Chief Executive Officer of CAP Logistics and will be the advisor group representative. He has been in the expedited freight services industry more than 40 years.
Recognizing the need for a venue for Colorado leaders to better work with each other, he founded the Colorado Business Roundtable in conjunction with the 23 state roundtables and the Business Roundtable in Washington. A great believer in the power of collaboration, Gayle established ICOSA Media, a media services company entailing publishing, video production, and a radio program. These services are made available to ICOSA collaborative partners to promote leadership, share the message of collaboration, and to empower business leaders.

CAP Logistics' alternate representative is Annette Perez who joined the CAP family of companies as a high school intern in 1997 and has been an integral part of the team for the past 23 years. She is currently the director of administration and executive assistant to CEO Gayle Dendinger. Annette works closely with Gayle on day-to-day projects for all of the CAP family of companies. She assists her team with strategy development, relationship building and management, events, conferences, travel, research, and daily requests. Annette previously taught adult computer classes for Adams County for eight years while training at CAP.

Six-Session Package of Online Education Begins Again in July

Due to the popularity of this course, the WDBC is repeating this package of sessions beginning in July 2021.

Join the WDBC for a six-session package of online education sessions designed for owners and practitioners in the water industry. Officials, managers, and engineering and O&M staff of public water/wastewater facilities who are looking to gain essential knowledge needed to procure and deliver design-build and CMAR projects should attend these classes.

Each session will include a review of the principles and best practices of collaborative delivery as well as the topic of the day:

July 22 : Deciding to Implement a Collaborative-Delivery Project
August 26: Risk Management
September 23: Contracts
October 28: Conducting the Procurement Process
November 18: Managing & Implementing Collaborative-Delivery Projects
December 16: Getting to Project Completion & Transition

All sessions will be conducted on Microsoft Teams from 10:00 - 1:30 p.m. MST (break 11:30 - 12:00 MST)

Innovative Technologies Play Key Role in Gaining Winning Advantage in Competitive Collaborative-Delivery Projects

The word “innovative” is talked about a lot in the water and wastewater industry, but as an industry we have been slow to accept technology innovation. I have been in the industry for 30+ years and participated in several industry efforts with WEF, AWWA, NSF, and EPA—like the EPA’s Environmental Technology Verification (ETV) program, WEF’s LIFT program, etc.—to increase the use of innovative and new technologies. These programs typically test the equipment through a range of conditions and a report is written on the testing. Testing the full range of conditions that technologies might experience is virtually impossible in the water and wastewater industry since the influent conditions are constantly changing. The major difficulty in gaining the acceptance of new, innovative technologies has involved state-by-state regulatory approval, with some engineering firms and utilities not wanting to be early adopters due to the believed risk of failure and local bidding requirements.

Legislative Corner

Water Legislation is Close
Senate Environment and Public Works Chairman Tom Carper (D-DE) says Democrats and Republicans on the panel “are very close to a consensus” on legislation to reauthorize and invest in drinking water and clean water, including the Drinking Water State Revolving Fund and the Clean Water State Revolving Fund. Last year, EPW advanced legislation that authorized funding for both programs, but differences with the House legislation forced negotiators to leave the state revolving funds out of the Water Resources Development Act of 2020 that was ultimately signed into law. The measure would also boost funding for an EPA program to extend credit to states for projects under the 2014 Water Infrastructure Finance and Innovation Act and boost EPA state revolving funds to provide financing for wastewater and drinking water projects.

Notices of RFQs and Upcoming Projects

In April of this year, the City of Anaheim (Anaheim) will solicit the services of a design-build entity to install groundwater treatment systems to comply with recent State regulations for PFAS chemicals. This is Phase B of the Groundwater Treatment Program (GWTP).
East County AWP Project Update: Statements of qualifications (SOQs) are due April 14, 2021.
