WDBC Executive Director Mark E. Alpert, PE, FDBIA, Receives the Design-Build Industry’s Highest Distinction
The Design-Build Institute of America has named WDBC Executive Director Mark Alpert as one of the five industry leaders chosen for the 2020 Class of DBIA Fellows. Designated Design-Build Professional™ Fellow status is the highest level of DBIA certification and acknowledges the achievements of the nation’s most accomplished design-build professionals.
“Design-build is the fastest growing and most popular delivery method in our nation’s architecture, engineering, and construction (AEC) industry. Much of that success is driven by the incredible leadership of design-build innovators like those elevated to the DBIA College of Fellows. For more than 40 years, Mark Alpert has been a pioneer in the development of collaborative project delivery for water and wastewater projects. Even before the term “design-build” was commonly recognized, Mark was focusing on cost-effective design and construction, which led to the formalization of design-build and other collaborative-delivery methods.
As a former senior vice president of design-build for CH2M HILL (now Jacobs), Mark directly influenced the successful development and delivery of more than 75 design-build projects. He has been an active member of the Design-Build Institute of America (DBIA) since 1995 and has served on the board of the Water Design-Build Council since its inception in 2006 and as its executive director since 2014. In 2009 Mark was given the Brunelleschi Lifetime Achievement Award, the highest award given by DBIA.
In addition to his WDBC position, Mark serves as president of Integrated Delivery Solutions which provides advisory services to public and private sector owners for engineering, architecture, construction, and technology matters. He is a member of the Water Environment Federation, the American Water Works Association, and the American Society of Civil Engineers.
Elevation to Fellow status celebrates individual career achievements and promotes DBIA principles through the DBIA College of Fellows. DBIA Fellow status is limited to 2% of Designated Design-Build Professionals who are elected to Fellowship by a jury of their peers.
In order to be eligible for DBIA Fellow status, all Fellows met the following requirements:
At least 10 continuous years as a Designated Design-Build Professional™, as well as 10 continuous years of membership in DBIA
Notable career contributions to the design-build profession
Notable contributions to DBIA organization
Election by the Jury of Fellows
Continuous DBIA membership
WDBC Education Sessions from the Safety of Home or Office
The Water Design-Build Council has adjusted to the challenges that COVID-19 has presented to our education program by providing online sessions via Microsoft Teams. Though not the same as our 1- or 1-1/2-day in-person sessions that allow for face-to-face interaction, we have found that the Teams format provides for an effective method of delivery.
Using our 5th edition Water and Wastewater Design-Build Handbook as a guide, we can customize an education session for your organization using one or more of these module topics to fit in your allotted time and audience requirements:
Deciding to Implement a Collaborative-Delivery Project presents key components of strategy, tactics, and implementation on what is required to build internal understanding and consensus about a project’s goals, priorities, and drivers, with special emphasis on the role and responsibilities of an owner advisor.
Principles and Best Practices of Collaborative Delivery describes the relationships of the core collaborative-delivery methods—construction management at-risk, progressive design-build, and fixed-price design-build—the differences as well as advantages and distinctions.
Risk Management and Contracts addresses the areas of risk that are typical for water and wastewater projects: common project risks and allocation principles, managing risks, addressing liability and risk in the collaborative-delivery contract, contract commercial concepts, industry-standard contract forms, and cautions for consideration.
Conducting the Procurement Process describes the major steps in the procurement process from preparing the request for qualifications and request for proposals to selecting the design-builder or CMAR firm.
Managing and Implementing Collaborative-Delivery Projects focuses on core activities for three distinct areas.
1. Team Structure for Effective Collaborative Delivery 2. Developing a Collaborative Working Environment 3. Implementing a Project Management Plan
Getting to Project Completion and Transition provides a roadmap of activities essential to the success of the final project stages that allows all stakeholders to view the project with the most balanced risk profile and clear understanding of critical success factors.
In addition, the Council is working with consultants to create professional recordings of our education modules that will allow participants to watch on their own schedule. Stay tuned for more details on this initiative.
The COVID-19 pandemic has caused worldwide chaos, economic devastation, human loss, and widespread suffering for millions of people around the world. In spite of these challenges, progress must continue on design-build projects. This is especially important for critical infrastructure such as water/wastewater systems, transportation networks, and building construction. Managing design-build projects during a pandemic presents unique challenges and valuable lessons have been learned in the past few months of the “new normal.”

Message from WDBC President Larry Johnson, PE, DBIA, PMP
Every third Friday of the month, the WDBC Executive Committee (EC) conducts its meetings, virtually. This is an upgraded format over previous years (before COVID) when the EC meetings were conducted only using the telephone. Now, once a month, in addition to hearing each other, we get see each other! Look at these happy faces conducting WDBC business from their kitchens, home offices, and work offices! For those of you who do not know our EC, pictured on the top row left to right are: Bill Hixon (Arcadis), Second Vice President/Secretary; Larry Johnson (HDR), President; and Mike Watson (Stantec), First Vice President/Treasurer. Pictured on the second row left to right are: Bryan Bedell (Haskell), Past President; Marlea Tichy (Kiewit Water), Third Vice President/Advisor Liaison; and Herb Allen (Polsinelli), Antitrust Counsel. And in the lower right-hand corner is Mark Alpert (Integrated Delivery Solutions), Executive Director and recently inducted DBIA Fellow. Congratulations, Mark! Not pictured, but a key part of the EC, is Bob Golden, our Business Operations Manager. Once a month we keep the work of the WDBC going by reviewing our schedule of activities for the past and upcoming months, discussing the progress each of our four committees is making, reviewing our financials for the month and year to date, getting up to date on the work Mark, Bob, and Teresa are performing, and planning for our upcoming quarterly meetings with our members. A lot gets packed into those 90-minute meetings, which have taken on a new look and feel for 2020 and beyond.
