WDBC Welcomes New Advisor Member: QEPC
QEPC is a recognized leader in EPC services for electrical infrastructure, wastewater, and specialty projects nationwide and serves as the nexus of a fully integrated team, giving the client a single point of accountability for complex EPC projects. With offices in both Houston, TX, and Overland Park, KS, the QEPC team is comprised of 55+ team members specializing in project management, construction management, procurement, project controls, quality, and safety. As a member of the Quanta Services family of companies, QEPC has the financial strength, employees, equipment, and bonding capacity to handle the largest and most complex projects. Doug Lisak, Chief Operations Officer, will be representing QEPC on the WDBC Advisor Group. Mr. Lisak brings over 38 years of experience working on industrial office building, municipal water and wastewater, hazardous waste, and petrochemical projects throughout the United States. He is responsible for multiple design-build projects, an extensive number of personnel, and multi-million-dollar budgets. Execution of these responsibilities includes management oversight of construction operations; management of quality budgets and schedules; management of competitive bidding efforts for design-build and construction projects; coordinating with other corporate departments; and development and implementation of project control services.
Joining the WDBC Advisor Group as the alternate for QEPC is Glenn Barin, Integrated Delivery Project Support Lead. Mr. Barin brings more than 34 years of experience on water and wastewater projects throughout the country and abroad. His career includes over $1B of heavy construction with $400M in responsible charge. He has led teams recognized nationally by CMAA and DBIA for exemplary performance and client satisfaction. He brings practical and diverse expertise to critical infrastructure projects in the areas of water, energy, power, industrial facilities, and environmental remediation. His exemplary skills in collaborative project delivery, project management, construction engineering, and hands-on experience in multiple trades help his teams rise to the challenge of moving projects forward. Clients recognize Mr. Barin’s passion for safe, productive, and quality work practices and the value of a dependable business partner that achieves the expectations of stakeholders. He is an expert at minimizing risks and maximizing savings through team-building, lean design and construction, and wide technical experience.

Spirited Collaboration – Over the last couple of months, I have had the pleasure of participating in and listening to our Technical Practices Committee breakout team led by Michelle Green (Jacobs) work through the CMAR Procurement Guide and CMAR RFQ/RFP template document updates, and it struck me how much fun it is to participate in spirited collaborative discussions over CMAR delivery best practices among the work group participants. After one of the recent work sessions concluded, I recognized what a great experience it is to participate in committee work at the WDBC. All of our committees benefit from active participation of our members, so if you’re not a member of WDBC, join us. And if you’re already a member, volunteer to participate in the work these committees do. It will enrich your professional career experience and benefit the owners and practitioners that utilize our excellent work products and reference materials.
Utilizing a Risk Register to Manage the Construction Management at-Risk Change Order Process
The construction management at-risk (CMAR) delivery model requires contractors, engineers, and owners to think differently about how, why, and when change orders are executed. For the sake of this topic, we will assume that the owner has a separate and autonomous contract with the contractor and the engineer and the project is a guaranteed maximum price (GMP) arrangement for a collaborative delivery.
