Seeking Owner Input to the FINAL DRAFT of the WDBC Fixed-Price Procurement Guide

We are seeking six to eight owners to participate in a peer review process of the final working draft being produced by the WDBC. Developed in response to questions asked by industry owners, this new document is intended to provide guidance for fixed-price design-build projects. We are now going back to you to see if we have answered your questions and if there are others to be considered. The fixed-price design-build (FPDB) delivery method for water and wastewater projects combines the owner’s direct control over project concept - establishing project performance and technical requirements - with the design-builder’s innovative and unique solution to meet specific project needs.

WDBC Project Spotlight – Using Design-Build for Immediate and Long-Term Relief from Ongoing, Chronic Grit Removal

Located in the city of Atlanta, GA, the R.M. Clayton Water Reclamation Control (WRC) facility treats an average daily flow of 122 mgd with peak flows exceeding 320 mgd. The headworks facility currently collects and treats flow from an aging, combined sewer system that routinely contains large quantities of grit that are difficult to remove. To help mitigate the harmful effects of grit accumulation throughout the plant, the City of Atlanta desired a team that could offer immediate solutions to address the ongoing problem, as well as a new headworks facility which would provide increased and long-term reliability.

McCarthy is represented on the Advisor Board by Chris Anvik. Chris Anvik is the Chief Estimator of McCarthy Water for the Southwest division. Chris oversees McCarthy’s national water preconstruction team and is focused on providing clients with an exceptional preconstruction experience. Chris has more than $1.5 billion of water/wastewater Collaborative Delivery Project (CDP) experience across multiple states. As a steward of the CDP process he has helped first time, and experienced, CDP clients realize the benefits of aligned project teams.

McCarthy’s alternate representative is Guy Voss, P.E., Director of Business Development of McCarthy Water for the Southwest division. Voss directs the group’s strategic planning and new market growth, participates in business development initiatives, as well as maintains and develops client relations. Voss has nearly two decades of experience in the engineering and construction industry with an extensive understanding of the complex intricacies involved in large-scale water/wastewater and renewable energy projects.

In 2017, the firm became a joint venture of Webber, LLC, the largest infrastructure firm in Texas and Cadagua, LLC, one of the foremost waterworks construction firms in the world. Both are wholly owned subsidiaries of Ferrovial - one of the world's leading companies in intelligent infrastructure. PepperLawson is represented on the Advisor Board by Hugh D. Brightwell, a Senior Construction Manager in the Alternative Delivery group in Houston. He has more than 30 years of experience in construction, with 16 as an executive-level construction manager for alternative delivery projects in Texas. These projects range from the smaller, very high-risk and intricate to the large, multiple-stakeholder projects and from $500,000 to $180 million.

PLW’s alternate representative is Atul Raj, President of Pepper Lawson Waterworks, (PLW), a subsidiary of Webber, LLC., and a nationally ranked waterworks construction manager and a Texas top general contractor with headquarters in Houston. He is a 24-year veteran of PLW and through his leadership, the firm now has five offices and more than $1.5 billion worth of projects throughout the state and a staff of nearly 500.

Currently functioning in the role of Contracts Manager for Reynolds Construction, WDBC Advisor Board member Joe Davis has been with the organization (which formerly operated as Layne Heavy Civil) for two years. As Contracts Manager, Mr. Davis provides support and contract assistance to Reynolds’ Project Managers and operations staff in the drafting, negotiation, review, and administration of prime contracts, subcontracts, teaming agreements and term sheets, design-build and CMAR agreements, purchase orders, blanket purchase agreements, and other procurement-related contractual issues.
