WDBC Honors Peter W. Tunnicliffe, P.E., BCEE, DBIA, CIRM CDM Smith, Inc., Executive Vice President & President, International Unit As its First Director Emeritus
At its September meeting in Boston, MA, the WDBC Board of Directors conveyed for the first time the honorary title of Director Emeritus to one of its founding members, Peter W. Tunnicliffe. The WDBC wishes to publicly acknowledge and recognize the value of an individual who has long served the water design-build industry and the Council with distinction.
As one of the founding members in 2006, past president, and CDM Smith designee to the board, Peter’s leadership has been instrumental in developing the forward-looking direction for collaborative delivery on behalf of the water design-build industry and its growing acceptance over the years.
Peter’s work in the water design-build industry is not only significant, but stellar. With over 30 years in the industry, Peter is a licensed professional engineer, attorney, and international risk manager. Currently managing CDM Smith’s operations in 30 countries, he led the creation of CDM Smith’s design-build and construction subsidiary and grew it to an ENR top 400 general contractor before joining the corporate office of the chairman. He is a member of the CDM Smith Board of Directors and the recipient of the prestigious Design-Build Institute of America’s Distinguished Leadership and Brunelleschi Lifetime Achievement Awards. Peter holds a B.S. in Civil Engineering from the Worcester Polytechnic Institute; a J.D. from the Brooklyn Law School; and a M.S. in Water Resources from Northeastern University.
WDBC Project Spotlight –New Industrial Wastewater Treatment Plant Improves Capacity for the U.S. Army
Highlights:
The Anniston Army Depot constructed a $40 million, one-million-gallon-per-day (gpd) industrial wastewater treatment facility that reduced the discharge of contaminated water to a Central Alabama waterway.
The new facility nearly doubled the depot’s industrial wastewater processing capacity to 600,000 gpd.
The facility’s treatment process was improved through the installation of modern equipment and controls and expansion capabilities to one million gpd to support future mission requirements.
The new facility successfully meets National Pollutant Discharge Elimination System (NPDES) permit requirements.
The project was awarded a Celebrate Safety Award by the U.S. Army Corps of Engineers.
North Carolina Regional Water Design-Build Education Session

Owners and Industry Members: WDBC is conducting a one-day education session on collaborative delivery methods and the preparations required for a successful design-build delivery project.
Due to the complex nature of water projects, it is important to develop a project framework that allows flexibility and close collaboration between the owner and the project team. Progressive design-build lends itself particularly well to collaboration.
Established in 2006, the Water Design-Build Council is a not-for-profit organization providing education on the best practices in collaborative project delivery to the water/wastewater sector through thought leadership and education, supported by research.
