The existing CAP Water Treatment Plant provided capacity for 50 mgd of potable water for the northern region of Scottsdale and had been expanded in several phases since the early 1980s. Construction of the new 20-mgd expansion was completed in four design "packages" through cooperative design and construction efforts by Archer Western and Arcadis. The project had several constraints, including schedule to meet regulatory requirements and additional production demands forecasted for the years 2012 and beyond.
