Meet WCDA First Vice President/Treasurer Marlea Tichy, PMP
Marlea Tichy has over 30 years of experience in the construction and engineering industry, holding key executive leadership, operations, and project management roles during her career. Tichy played a key role in establishing the design-build subsidiaries at both MWH (now Stantec) and CDM
Smith, holding significant operations and board level roles at each firm. While COO of MWH Constructors, she helped grow the group to over $250M in less than five years, profitably overseeing operations in both the U.S. and the U.K. before being promoted out of the role to assist the firm in a new venture. Moving into the CEO role she was successful in orchestrating a series of company turnarounds at two private equity owned construction firms.
A highly versatile executive, Ms. Tichy has a strong track record of working across organizations to achieve business goals and success. She has shown unusual adaptability to "go where the business needs are" and perform as a highly capable operations, project, business, functional, sales, and corporate executive leader. Many of her more notable career accomplishments have resulted from her ability to start up or "fix" a project, program, business, or division while continuing to perform her "day job.”

Benefits of a Proven Self-Performing Design-Builder
A critical element of success for progressive design-build projects is cost savings. It is the design-builder’s job to make every penny of the guaranteed maximum price (GMP) count.
A self-performing design-builder provides cost and schedule certainty during the design-to-budget process. These advantages also extend to construction activities, where the design-builder provides the client with the ability to cost-effectively self-perform much of the construction work, controlling the critical path and managing project risk. Here are some specific benefits to self-performance in the design-build delivery method.
House Holds Hearing on Water Resources and Development Act
On January 12th, 2022, the House Committee on Transportation & Infrastructure’s Subcommittee on Water Resources and Environment convened a hearing to discuss efforts to reauthorize the Water Resources and Development Act (WRDA). The hearing’s intent was for the Biden Administration to outline their 2022 WRDA priorities and plans, answer questions about WRDA 2020 project implementation, and understand member-level priorities. Subcommittee members on both sides of the aisle agreed to work in a bipartisan manner to move the legislation.
During the hearing, Chairwoman Grace Napolitano (D-CA) stressed the critical nature of WRDA and outlined her priorities in a package. She said she hoped this funding will enable the Corps to carry out authorized projects to help communities address local flooding needs, ensure sustainable and predictable water supply needs for arid regions, and improve climate resiliency, especially in the wake of COVID-19’s impact on the national economy and supply chains. Ranking Member David Rouzer (R-NC) echoed Chairwoman Napolitano’s sentiments, emphasizing the need to maintain WRDA’s bipartisan history.
WRDA is expected to be one of the few major pieces of water legislation to move this Congress, and water affiliated groups, including WCDA, are working with members of Congress to identify if WRDA can carry non-Corps. specific policy proposals.
