Agencies Using WDBC's Progressive Design-Build Contract/Agreement

A groundbreaking ceremony held Tuesday September 8th for the Smith Mountain Lake Water Treatment Facility (in Moneta, Virginia), celebrated the first jointly owned and operated project to be constructed in the Commonwealth. In May 2014, the Bedford Regional Water Authority (BRWA) and Western Virginia Water Authority (WVWA) agreed to design and construct a new 3 mgd water treatment facility with expansion capabilities to 6 mgd, at Smith Mountain Lake, thus meeting area water needs through 2060.

Also noteworthy is the fact that the agencies developing this water project are the first to use WDBC's progressive design-build agreement to contract with Black & Veatch, Overland Contracting, and CHA – which is part of the WDBC Procurement Guide package produced for owners' use in 2014. Congratulations to WDBC President, David Kinchen, the Black & Veatch lead on this project.

The Current ENR Issue Profiles Member Critical Water Design-Build Projects

The major Carlsbad, California Desalination Project and conveyance pipeline transforming seawater into clean and safe drinking water for San Diego involves member firm Arcadis-US. The San Antonio Water System (SAWS) $150 million, 12 million gpd brackish groundwater desalination plan will treat water from wells with reverse osmosis process – increasing capacity to 30 mgs by 2025 involves member firm Parsons.

A Positive Future for Design-Build Delivery

The outlook for progress in the water infrastructure industry looks very bright; and Black & Veatch's 2015 Strategic Directions Report further confirms that collaborative delivery models such as design-build and construction management-at-risk are at the forefront of making it become a reality.
