Owners' Experiences with Design-Build Projects Presented at DBIA Conference:

Previewing the results of the 2015 research study, “Utility Executives and Project Managers Experiences and Lessons Learn in Using Design-Build for Water and Wastewater Infrastructure Projects,” WDBC Board Member Steve Gates’ (Vice President of Brown & Caldwell) presentation at the March 12th session at the DBIA Conference was the first step in this public discussion.

WDBC’s research study findings reinforce that the use of design-build delivery is continuing to grow in the industry, and that there is an ongoing need for education. Specifically, the ability to identify the important lessons experienced owners want to pass onto other owners is becoming critical.

In a related presentation by Michael Lindquist (Project Manager for the City of Davis, CA) and Kyle Rhorer (West Yost Associates), many of these essential attributes were validated as they described the steps necessary to pursue a collaborative delivery model, which you’ll be able to read more about next month. WDBC will use the results of this research study (to be published within the next few months) in its ongoing dialogues with agency owners and managers as well as within its education programs.


Project Spotlight: Collaborative Delivery Project in Quincy, WA Addresses Data Farm Discharges

QuincyRead how Brown and Caldwell helped the city of Quincy, Washington - home to over 60 megawatts of server farms for Microsoft, Dell, Yahoo!, Inuit and others - develop wastewater discharge alternatives for a 5 mgd industrial wastewater plant. The primary alternative was to develop an industrial water reuse utility to recycle water back to industries.

WDBC's New Advisor Program Welcomes Evoqua Water Technologies and Schneider Electric

The WDBC recent launch of its new advisor program is being well received by the industry. This unique program was developed for the purpose of integrating additional input from water industry stakeholders and practitioners, in fulfilling best practices. Introducing WDBC Board Members

Spotlight on Leofwin Clark, WDBC 1st Vice President/Treasurer

As WDBC’s First Vice President, Leofwin Clark is the first in line to preside at any Board or Executive Group meeting in the absence of its president.

Mr Clark also holds the position of treasurer, chairing the Budget and Finance Committee, overseeing the organization's financial operations, and ensuring that the annual audit or review of the Council’s transactions are conducted by a certified public accountant.  

Mr. Clark brings to the WDBC Board over 25 years of experience focusing on collaborative delivery for major infrastructure and U.S. government projects, including design-build, design-build-operate, public-private-partnerships, and contract operations\privatization. Currently, Mr. Clark is a Sales Director for CH2M Hill’s Water Business Group, serving as the firm’s Business Development Platform Lead for the water- and wastewater-related design-build market.

As CH2M Hill’s Water Business Group Global Business Development Platform Lead, Mr. Clark is also responsible for design-build water/wastewater market development and planning. These requirements include development of market share in North America, implementation of P3 development strategies in Canada and design-build capabilities within CH2M Hill’s footprint outside of North America. He is also responsible for professional organization coordination, including the Design-Build Institute of America (DBIA) and the Water Design-Build Council (WDBC).

The Water Design-Build Council is a not-for-profit association established in 2006 to promote best practices in design-build and construction management-at-risk procurement. Implementation of this mission occurs through education and outreach, serving in a leadership role as an industry advocate for the value of collaborative delivery for water and wastewater infrastructure projects.
