WDBC's Board President David Kinchen: When Does Protecting the Owner's Best Interest Jeopardize the Project's Best Interest?

As I reflect on this year's DBIA conference, I was encouraged by the dialogue between owners and practitioners during the General Session “Finding Common Ground Through Best Practices.” The open and candid discussion centered heavily on the key role owner's advisors (OA) and owner's engineers (OE) play during the life cycle of the project, from procurement planning through delivery and startup.

As I referred to my notes during these discussions, one element of the discussion that warrants a deeper dive is the issue of the OE/OA's role in the overall risk allocation of the project. Historically, my personal experience has been that the OE/OA role has been primarily to protect the owner's risk. However, when does the OE/OA, in their duty to protect the owner, create a risk profile that is no longer in the best interest of the project?

Education: Registration for WDBC's New Worshop Now Available

 

WDBC now has a “NEW” Workshop that integrates all of the above topics - Planning, Procurement and Managing a Design-Build Project. All education components are derived from the 3rd  Edition of the Municipal Water and Wastewater Design-Build Handbook – with CEU’s provided. All sessions are conducted by experienced practitioners, who provide first-hand knowledge and experience with effectively accomplishing a design-build water infrastructure project

Introducing WDBC Board Members

Spotlight on Sheldon D. Eskelson, Parsons Representative

DSCN0288_EskelsonThe WDBC Board welcomed Sheldon Eskelson as the representative member from Parsons. Also joining is Pat Brooks, Parsons Vice President located in Virginia, as the member alternate. An accomplished Program/Project Manager with domestic and international experience in all phases of infrastructure delivery, Sheldon Eskelson’s long-term and collective expertise will be a valuable asset in achieving WDBC’s initiatives in its 2015 strategic plan.

Eskelson is currently Parsons Project Manager for the San Antonio Water System, CMAR Delivery Brackish Groundwater Desalination Program -  a US $120 million CMAR-Brackish Groundwater Desalination Plant. Responsible for the project procurement and construction of 12 raw water production wells and 2 injection wells, 12 miles of raw water transmission pipelines, construction, commissioning, startup and operation of a 12-mgd Brackish water reserve osmosis plant.

His previous position with Delta Air Lines, Inc. as a Senior Project Manager with responsibilities for budgeting and facility projects, made for an effective and smooth transition to his new role. Eskelson is based in San Antonio and reports to Parson’s Colorado office.
