Availability of New WDBC Procurement Guide for Construction Management At-Risk Projects

SPECIAL ANNOUNCEMENT: WDBC releases new procurement guides for Construction Management At-Risk projects available exclusively for download to WDBC members and owners. 

This is a practical step-by-step guide in which to procure the services of CMAR firms for water and wastewater infrastructure projects.

CMAR is a collaborative project-delivery method in which the owner contracts with two separate firms: An engineering firm to design the project, and a separate CMAR firm that will act as construction manager and general contractor. Choosing CMAR delivery enables an owner to select a general contractor CMAR firm based primarily on qualifications. 

WDBC members and owners are welcome to download the Procurement Guide as a model for use in the two-step CMAR Procurement Method. Owners are encouraged to use this Guide and adapt the model documents for their own needs – and share this information with others. 

This is one of many initiatives furthering the education component of the WDBC.

Project Spotlight: Brown & Caldwell North Davis Sewer District Biosolids Project

BC_July_NDSD_blog.jpgWith Utah’s population expected to nearly double by 2050, several of the biosolids treatment processes at or over capacity, and outdated technology hampering overall efficiency, North Davis Sewer District (“the District”) needed to expand and improve its facility.

The District sought a team that was qualified, offered a single point of responsibility for design and construction, would provide high-quality workmanship, and would collaborate throughout: Enter Brown and Caldwell. 

Learn how The District’s expectations for budget and schedule performance were exceeded when construction was completed on schedule and $5.8M under budget, prompting The North Davis Sewer District Biosolids Design-Build Project to win the 2016 ACEC Utah Engineering Excellence Award.

A Member's Viewpoint on Fixed-Price Delivery - Doug Wachsnicht, Goodwin Brothers Construction

The fixed-price design-build delivery method allows owners of water infrastructure to select design-builders that best fit the project budget, scope and schedule requirements. With a good understanding of these requirements in the procurement process, owners can achieve great success using fixed-price design-build.

The design presented as part of a proposal is often not the most cost- and schedule-efficient solution. In fact, many times the finished project bears little or no resemblance to the proposal’s design, costs and schedule. Flexibility is a key advantage of design-build and should be incorporated into the owner's procurement process at every opportunity, as it is what sets design-build apart from traditional design-bid-build.
