WDBC Launches Groundbreaking Industry Research Study

The WDBC Board of Directors added to an extraordinary year of accomplishments by approving its next research initiative at their September board meeting. This groundbreaking industry research in the water sector clarifies an “often-held understanding” of the market. It provides definitive answers to the question of the true progress of design-build delivery over the past decade, as well as the future of this collaborative approach in the North American water and wastewater sector.  

The 2016/17 research, formally titled Assessing the Demand for the Use of Design-Build Delivery in the Public Sector, will be completed during the first quarter of 2017. Conducting the research study is the highly-qualified team of Rubin-Mallows Worldwide and the University of North Carolina at Chapel Hill’s Finance Center. This team was selected due to their extensive knowledge of the water and wastewater industry and integrity of their products.

The results of this research provide WDBC members and the industry with a comprehensive inventory of design-build projects and trends for the past three years and a projection of the future use. The study extracts key trends of project types and procurement mindsets that are most amenable to owners in selecting design-build delivery methods for their water and wastewater projects.

As a civil engineer with an MBA, Steve started his career in civil engineering consulting focused on water and wastewater treatment plant and conveyance system design. He then transitioned into business development, sales and marketing roles within the water industry, including Amiad Filtration Systems and most recently, Xylem.

With over 50 years of experience, Layne Heavy Civil, Inc. is an industry leader in water supply, pipeline and treatment plant construction. Layne delivers specialized construction solutions for the responsible management of water in just about any industry or environment by overseeing the design and construction of water and wastewater treatment plants and pipeline installation. Typically ranking near the top in the Engineering News-Record (ENR) rankings, Layne has constructed more than 230 treatment plants and installed over 17 million feet of pipeline. In the last 15 years, Layne has contracted more than $650 million in contracts for Design-Build, Design-Build-Operate, and Construction Management at Risk projects.

Leading Layne Heavy Civil is Les Archer, PE, DBIA, President, with over 31 years of experience in the engineering and construction industry. Mr. Archer has been with Layne since 2000 where he now manages over 400 employees, operating in eight permanent offices and multiple project sites nationwide, and an equipment fleet valued in excess of $25 million. Most recently Mr. Archer served as Senior Vice President for Heavy Civil, where he was responsible for the day-to-day operations of the Integrated Services Group, specializing in Alternative Delivery type projects such as Design-Build, as well as managing the division’s business development activities.

Representing Layne Heavy Civil on the Advisor Group is Ira Joe Davis, Contracts Manager, located in Fairburn, Georgia. Mr. Davis provides support and contract assistance to Heavy Civil project managers and operations staff in the drafting, negotiation, review, and administration of prime contracts, subcontracts, teaming agreements and term sheets, as well as design-build and CMAR agreements and procurement contractual issues.

Leading the Industry in Educational Resources 

Chartered in 2006, the Water Design-Build Council is a 501C(6) non-profit educational organization established for the purpose of being an industry advocate for the value in using collaborative delivery methods for water and wastewater infrastructure projects. Its educational products and programs are the result of research and interaction from industry practitioners, in which the best practices in design-build and CMAR procurement are produced. In addition to the project case study in the 4th Edition of the Water and Wastewater Design-Build Handbook, the WDBC website features a significant section of design-build and CMAR projects throughout North America.
