Representing Xylem on the WDBC Advisor Group is Steve Green, Municipal Market Manager, based in Portland, Oregon. Steve’s focus is to grow and maintain Xylem’s reputation as the best-in-class provider of water and wastewater equipment and services to municipal clients in North America. As a civil engineer with an MBA, Steve started his career in civil engineering consulting focused on water and wastewater treatment plant and conveyance system design. He then transitioned into business development, sales and marketing roles within the water industry, including Amiad Filtration Systems and most recently, Xylem.

Leading Layne Heavy Civil is Les Archer, PE, DBIA, President, with over 31 years of experience in the engineering and construction industry. Mr. Archer has been with Layne since 2000 where he now manages over 400 employees, operating in eight permanent offices and multiple project sites nationwide, and an equipment fleet valued in excess of $25 million. Most recently Mr. Archer served as Senior Vice President for Heavy Civil, where he was responsible for the day-to-day operations of the Integrated Services Group, specializing in Alternative Delivery type projects such as Design-Build, as well as managing the division’s business development activities.
Representing Layne Heavy Civil on the Advisor Group is Ira Joe Davis, Contracts Manager, located in Fairburn, Georgia. Mr. Davis provides support and contract assistance to Heavy Civil project managers and operations staff in the drafting, negotiation, review, and administration of prime contracts, subcontracts, teaming agreements and term sheets, as well as design-build and CMAR agreements and procurement contractual issues.
