September 8, 2019 - PNCWA 2019 Pre-Conference Workshop on Collaborative Delivery - Portland, OR 10:30 a.m. – 5:00 p.m. (lunch included)
This inclusive education and training session will help attendees make sense of the range of collaborative-delivery options in use in the water market. From CM/GC (GC/CM in Washington, also known as CMAR), to progressive design-build, lump-sum design-build, and design-build-operate, these models can offer improvements to traditional design-bid-build. But not every model is right for every project or every client. Project success is dependent on many factors, including procurement methodology, contract terms, and organizational culture and support.
This workshop will utilize Water Design-Build Council training materials designed to educate owners and practitioners about collaborative-delivery models. The training will provide essential knowledge needed to plan for, procure, and manage collaborative-delivery projects.
September 16, 2019 - Atlanta Regional Design-Build Delivery Education Session: Special Focus on Legal and Procurement Topics 9:00 a.m - 4:00 p.m. (lunch included) Hosted by City of Atlanta Department of Watershed Management 72 Marietta Street, Atlanta, GA 30303
This one-day inclusive education and training session for city and county officials; managers and staff of municipal, private, and governmental organizations; and private industry will provide essential knowledge needed to plan for, procure and manage design-build for water and wastewater infrastructure projects.
Session topics include:
Legal and Other Topics in Deciding to Implement a Collaborative-Delivery Project presents key components of strategy, tactics, and implementation on what is required to build internal understanding and consensus about a project’s goals, priorities, and drivers, with special emphasis on the role and responsibilities of an owner advisor.
Principles and Best Practices of Collaborative Delivery describes the relationships of the core collaborative-delivery methods—construction management at-risk, progressive design-build, and fixed-price design-build—the differences as well as advantages and distinctions. Risk Management and Contracts addresses the areas of risk that are typical for water and wastewater projects: common project risks and allocation principles, managing risks, addressing liability and risk in the collaborative-delivery contract, contract commercial concepts, industry-standard contract forms, and cautions for consideration.
Conducting the Procurement Process describes the major steps in the procurement process from preparing the request for qualifications and request for proposals to selecting the design-builder or CMAR firm.
Managing and Implementing Collaborative-Delivery Projects focuses on core activities for three distinct areas. 1. Team Structure for Effective Collaborative Delivery 2. Developing a Collaborative Working Environment 3. Implementing a Project Management Plan
Getting to Project Completion and Transition provides a roadmap of activities essential to the success of the final project stages that allows all stakeholders to view the project with the most balanced risk profile and clear understanding of critical success factors.

How to Do More with Less - Luncheon Panel with WDBC Members and Georgia Water Utility Executives
Water utilities across the state are looking at how to do more with less when addressing their aging infrastructure. They are evaluating how to deliver capital improvement projects quicker and for a lower cost while not jeopardizing quality or losing control. That evaluation often includes whether to use the traditional design-bid-build method or collaborative-delivery methods, such as progressive design-build or construction management at-risk. This luncheon will feature a panel of Georgia water utility executives sharing their experiences with progressive design-build on recent water or wastewater treatment facilities. The panel will also include contractors discussing the lessons learned from these programs.

Considerations When Seeking Indicative Pricing for Water/Wastewater Projects
There is no doubt that today’s water/wastewater market is booming. The magnitude of the many W/WW projects currently underway in the United States is so great that the marketplace is experiencing craft labor shortages, escalating material and equipment costs, fewer bidders on hard bid projects, and fewer proposers on collaborative-delivery projects. Not surprising, conventional delivery projects are experiencing low bids that are exceeding the owners’ budgets. This is also the case on collaborative-delivery projects where fixed-price and GMP proposals are greater than what an owner has been anticipating.
