Dennis Prevo, PE
Construction Services and Collaborative Delivery Practice Lead
Wade Trim is represented on the Council by Dennis Prevo who serves as Wade Trim’s construction services and collaborative delivery practice lead.
He knows how to deliver challenging
projects under tight schedules using collaborative delivery methods. He has spent the last 21 years of his 33-year career managing multiple types of delivery contracts, coordinating closely with owners, and working with regulatory agencies for funding and permitting on large infrastructure projects. His expertise includes program management, project management, construction management, design management, project controls, and various design-build delivery systems.
His depth of knowledge comes from a broad range of experience working with large utilities in Detroit and Cleveland where he managed large capital improvement projects, project controls, and engineering and construction staff. He served as deputy project manager and design manager for the design-build portion of a 20-year design-build-operate contract for the largest biosolids facility in North America. He also spent a year in southern Afghanistan where he oversaw design, construction, and design-build project services to support the $1.5 billion annual program for military logistics and facilities construction.
John Arvai, PE
Construction Market Lead Wade Trim’s construction market lead, John Arvai leads construction phase engineering and management services that are critical to delivering projects that function as designed. John also serves on Wade Trim’s collaborative
delivery practice and supports the firm’s design-build efforts throughout the country. John will be Wade Trim's alternate representative to the Council.
John has 24 years of experience in the design and construction of complex water resource, heavy civil, and municipal projects ranging from project initiation to project closeout. He has a strong understanding of both the design and construction process, constructability, estimating, schedule development, and places high importance on building, managing, and maintaining relationships, which helps successfully deliver projects. He is recognized for his ability to find creative solutions to reduce budgets, control schedules, and formulate logistics.

Principles of O&M Engagement for Design-Build Projects
As design-build (DB) becomes more common for the development and construction of long-term infrastructure, the engagement of the owner’s operations and maintenance (O&M) team becomes significantly more important to project success. For some projects, the traditional design-bid-build process may not have taken advantage of the institutional knowledge available from the owner’s O&M teams as facilities and systems were designed, constructed, and commissioned. When projects are implemented without O&M team input, the O&M function can be “stuck” with facilities that do not work as well as they could have if there had been more O&M input into the entire project development process.
Bob Golden, WDBC Business Operations Manager, recently attended a webinar with the U.S. Environmental Protection Agency's Assistant Administrator Radhika Fox and the Office of Water to learn more about the essential investments in water infrastructure that the EPA, with its state, Tribal, and local partners, will be making as it implements the Bipartisan Infrastructure Deal (BID).
