Upper Trinity Regional Water District’s (UTRWD) Riverbend Water Reclamation Plant (WRP) needed to increase its capacity from 2 mgd annual average daily flow to 4 mgd with a peak flow rate of 16 mgd. Carollo evaluated the existing capacity of the plant and planned the facility expansions through 2040. With project drivers determining that construction management at-risk would be the best delivery method, UTRWD chose Archer Western as their CMAR.
