Meet WCDA Second Vice President/Secretary Michelle Green, PE, DBIA
Michelle Green, PE, DBIA, leads the design-build business for Jacobs’ Water Market in the Western U.S., building on a career of delivering successful water and wastewater projects. She regularly leads progressive and fixed-price design-build projects, has led design services for CM/GC projects, and provided owner
advisor services for both CMAR and progressive design-build projects.
As chair of the Water Collaborative Delivery Association's Technical Practices Committee, Michelle recently led the development of a new CMAR Procurement Guide, which includes a comprehensive guidance document and RFQ and RFP templates. She is currently leading the committee in development of an updated PDB Procurement Guide.
WCDA Releasing New CMAR Procurement Guide Soon
The Water Collaborative Delivery Association Technical Practices Committee chaired by Michelle Green (Jacobs) has been hard at work for the past year updating and enhancing our Construction Management at-Risk Procurement Guide. The WCDA has developed this user-friendly procurement guide, along with a one-step request for qualifications/proposal (RFQ/RFP) and two-step request for qualifications (RFQ) and request for proposal (RFP) templates for conducting CMAR procurements effectively and in accordance with best practices. By discussing key considerations in preparing RFQs and RFPs, this procurement guide will assist owners in identifying the most appropriate CMAR procurement process for a particular project and in preparing RFQs and RFPs that will promote each owner’s interests and objectives.

How the Design-Build Process Improves the Chance of Success for the Commissioning Process
The beginning stages of the design-build process may seem premature to begin discussions on commissioning, but early planning improves the chance of project success. Collaborating on commissioning with the design-build team allows an owner to articulate their goals and expectations for the project, develop a commissioning plan that is built upon throughout the design process, and successfully execute the plan. The commissioning team can work collaboratively during the design phase to develop warranty and functional testing requirements for process systems that articulate those owner goals and expectations. Early work packages with the design-build process also allow for the commissioning process to be spread out rather than everything occurring at the end, reducing stress on operations staff. For these reasons, utilizing the design-build process improves the chance for success in the commissioning process.
WCDA Advocates for Permissive DB Language for Water Infrastructure Projects
On January 28, 2022, WCDA members from Woodard & Curran and PC Construction participated in a virtual meeting with Congressman Chris Pappas (D-NH-1) to advocate for Congress to pass permissive design-build language for water infrastructure projects. This meeting was part of WCDA’s ongoing advocacy efforts to educate and engage members of Congress about the need for such language and to highlight the benefits of executing water projects via collaborative delivery.
Rep. Pappas is a member of the House Transportation and Infrastructure Committee and sits on the Water Resources and Environment Subcommittee which has jurisdiction over clean and wastewater issues. Having members that sit on key committees, like Rep. Pappas, learn more about collaborative delivery and the need for federal permissive language is critical to WCDA’s advocacy efforts and to get the language across.
Woodard & Curran's Sergio Bazarevitsch, Sr. Vice President & National Design-Build Practice Leader, and Robert Little, PE, National Practice Leader for Drinking Water, and PC Construction's Alan Parent, Director of Business Development/Employee Owner, participated in this meeting as both companies have either completed projects or have offices in the Congressman’s district. It’s a very effective advocacy tool for WCDA members to participate in such meetings to talk about the real-world benefits of collaborative project delivery, highlight specific project examples, and answer questions that members of Congress may have.
Rep. Pappas left the meeting with a greater understanding of why federal collaborative delivery language is needed for water infrastructure and pledged to work with WCDA members to advance these efforts.
